Performance Evaluation System (PES)

The National League of Postmasters received a memo from Postal Headquarters today regarding the Performance Evaluation System (PES). On March 7, 2011, PES will open so that employees can start documenting their accomplishments from the beginning of FY 2011 through February 25, 2011. Evaluators’ reviews and mid-year discussions must be completed and documented in PES by Friday, May 13, 2011.
The mid-year discussion is an opportunity for evaluators to ensure Core requirements and goals are consistent with individual efforts toward improved organizational performance. It also is an opportunity to request changes though the PES process if needed to adjust goals. The Postal Service has suspended higher level review of field EAS employees at EAS-21 and above for one year.
This opening of the PES system is a bit early this year. The end date has not changed. With the organizational change taking place in the middle of the evaluation period it was thought the additional time would help to make sure the process was done right.
Reminder: Effective March 3, 2011, employees will no longer be able to access PES using their EIN and Postal PIN. All employees must access PES using their ACE ID and password.
FY 2010 Recourse (NPA)
On Friday January 14th the LEAGUE received the updated Employee Recourse Guide. There are changes from 2010.The employee now has 30 days from the date scores are published to enter their recourse; this is a changed from 45 days last year. The recourse period begins February 4th this year. The other change is the Recourse process should typically be completed within 60 days; this is a change from 90 days last year. Your NPA/PFP pay changes went into effect on January 15th and will be reflected in your paycheck on February 4th. The 30 day period to fill Recourse will expire on March 5th. Please read the guides. Listed below are the new Employee Recourse Guide, Evaluator Recourse Guide, Recourse work flow chart and calendar of events. The LEAGUE will have a Recourse Power Point available for your assistance on the website on February 4th. Note the Advocate went to print prior to this information being available and states that the entire process should take 90 days, the correct amount of time is 60.

CORPORATE INDICATORS
Operating Income (NEW)
Operating Income will measure total national revenue less total all expenses (excluding future Retiree Health Benefits and Workers'Compensation adjustment). The target for this indicator will be established when the Integrated Financial Plan is finalized.
Total Deliveries per Hour (NEW)
Total Deliveries per Hour will measure the total number of deliveries (Post Office Boxes, City, Rural, and Highway Contract) divided by the total number of workhours for both HQ and the Field.
Scanning Methodology for Express, Priority, and Parcel Select (NEW)
The new multi-scan performance measurement for FY2011 is as follows: Expected Scans: Each piece should receive an Arrival At Unit (AAU) and an Acceptable Delivery Event (ADE) scan. Expected scans = Total Pieces * 2. Total Scans: Number of AAU scans + Number of ADE scans. Scan Rate = Total Scans/Expected Scans * 100.

UNIT INDICATORS
Availability for Duty (NEW)
The Available for Duty indicator compares actual regular work hours to the work hours that would have been accumulated if employees had not requested unscheduled or Continuation of Pay leave. The sum of regular work hours, unscheduled leave hours, and Continuation of Pay hours are used to determine the work hours that would have been recorded if all employees reported to work as scheduled. An Available for Duty ratio for each month of the fiscal year and a cumulative fiscal year to date Available for Duty ratio is compared to SPLY.
Total Revenue FPR % Plan (NEW)
Total Revenue FPR % Plan indicator measures the amount of Total FPR Revenue by District/Area for products and services from all revenue channels, including Retail, Commercial and Alternate Access channels.
Small Container Density formerly Tray Density (CHANGED)
Small Container Densitywill measure the density of letter trays and flat tubs prior to postal dispatch to commercial air carriers. This indicator is weighted with 75% attributed to flat tubs and 25% attributed to letter trays.
SOX Indicator (CHANGED)
The SOX indicator will measure ninekey controls that have been identified as materially important to the USPS financial reporting system.
