President's Hotline Message

March 9, 2006
Steve LeNoir, President

Greetings Fellow Postmasters and LEAGUE Members

On March 9, we resumed discussions on revamping the Work Service Credit System (WSC). The LEAGUE and NAPUS presidents along with Postal HQ officials participated in the meeting.

The current WSC system has not had any major changes since the early 1980’s and all agree it’s time to change the system to reflect the additional duties Postmasters have assumed over the years.

Issues such as the Zone of Tolerance, increasing credit for rural and city delivery, the makeup of the current PS Form 150 and interim Postmaster levels are all on the table.

I don’t want to give anyone false hope that this will be an easy deal to broker, but it is positive to note that the dialog has resumed and it’s hopeful that a resolution will be forthcoming.

I look forward to working with our sister organization NAPUS and Postal HQ to develop a system that properly rewards Postmasters for the work they perform.

Postal Reform Legislation Moves To Conference

Shortly before 1 p.m. on Thursday, February 9, postal reform legislation S. 662 was passed by unanimous consent and now goes to Conference to resolve the differences between the House and Senate bills.

A “thank you” to the LEAGUE Postmasters who descended on Capitol Hill during Forum-- your efforts paid off. Now, our focus should be to keep the pressure on to retain the military pension and escrow monies resolutions in the bill. We also wish to thank Sen. Susan Collins and Sen. Tom Carper for all they have done. The LEAGUE looks forward to working with them on the process to move postal reform forward.

Leaders Meeting on Postmaster Concerns

On February 15, officials from NAPS, NAPUS, and the LEAGUE met to discuss matters of mutual concern. The informal meeting was very productive as we discussed issues such as hiring and staffing, Work Service Credits, and Supervisor Work Service Credits.

We all agreed that by working together we will be much more effective in representing the interest of our members. The presidents from the three management associations signed a letter requesting a joint meeting with Postal Headquarters to address Postmaster and supervisor concerns. I’m optimistic that going forward you will see the three organizations work more closely together to solve common problems. By standing together, the synergy of the three groups will benefit the members we represent.
