Charles Mapa, President

Greetings Fellow Postmasters and LEAGUE Members

Dear Leaguers,

Welcome to our new League website! It has been some time in coming; we hit a few bumps in the road with its development, but it is finally here. I know that you’ll agree, it looks sharp, and we here at League Headquarters are excited because it allows us to do so much more and to provide you with even more service.

I’m temporarily back from seven weeks of spending time with you at your Branch Conventions. I’ve tried to bring a message of up-to-date information and to let you know what the League is doing for Postmasters, OICs and PMRs, but to me, it has been more important for me to listen to you to find out what is happening in your districts and in your lives. I’ve able to hear how you’ve been forbidden to use overtime, in spite of being down four employees in a nine employee office. I’ve listened to how you’ve used PMRs and casuals in place of clerks and carriers. You’ve told me how you’ve even used custodians to deliver your routes because your districts hadn’t gotten around to hire the carriers you need to service those same routes. And, of course, you’ve shared with me the long days, weekends, weeks and months that you’ve worked because your districts (and maybe, ultimately, your Areas) are either disallowing your hires or “pausing” them. You’ve told me how you’ve had to bite your tongue while you MPOO or District Manager called you and your peers worthless because you EXFC scores were down. I was listening when you recounted how you as team leader had to eat the 4 hours necessary to have your clerk or supervisor go to a post office two hours away to pick up a handful of mail missent by your plant and deliver that mail to the correct office a half hour away. I heard about the scores of Postmasters who were unable to attend these very important Conventions because they just didn’t have the clerks, carriers or PMRs to provide coverage in their offices.

I’ve gotten to hear the great news too! You shared with me the news of your promotion to that post office in your hometown that you’ve had your heart set on for ten years. You let me know that, even though you were still down one clerk in your three-clerk office, you were able to hire a clerk and you just had your first Saturday off in 4 months. You told me about the successful passport fair that you and your neighboring Postmasters were able to put on and how good it felt to share eBay with your community. You let me know about your town growing so rapidly that you’re putting in a hundred new deliveries a month. You gushed telling me how beautiful your daughter looked at her wedding last month, how you cried tears of joy when your Marine Corps son came home from Iraq in March, and what an awesome feeling it was to hold your first grandchild just minutes after her birth. You introduced me to your District Manager or MPOO/POOM as “one of the good ones” and I was able hear POOMs state how important the conventions were because their districts did not have the budget to provide good Postmaster training.

I got to see your branches in action, how your genuinely cared about the welfare of one another and how amazed the first-timers were at how much you made them feel “part of the family”. I learned something at every one of the scores of training sessions that I attended at your conventions and was pleased that each convention took seriously our claim to be the Education Organization. All in all, I’d have to say, we’re having a tremendously successful convention season and I hope Postal Service Headquarters continues to see the wisdom of granting Postmasters convention leave.

By now, many of you have heard that Postal Service Headquarters has released a directive that states that districts need to fill EAS positions within 120 days and that if the position is not filled, then the district to return the hiring package to HR shared services with a good reason for the position not being filled. This is good news for us, as it seems to address two major areas of concern to us. First of all, some districts simply ignore their responsibility to fill Postmaster positions. This is a disservice to the community involved and to the potential Postmaster. This directive should insure that districts fill their Postmaster positions in a timely manner, i.e., 120 days. In addition, the directive should help Postmasters who have vacant supervisor positions in their offices to get those same positions filled in 120 days. The proof will be in the pudding.

It’s time for you to get your registration in for National Convention in Las Vegas. All the information you need regarding the convention in available on this webpage. More and more job challenges are popping up for Postmasters everyday and increasingly Postmasters need to belong to, support, and take advantage of all the benefits the League of Postmasters offers its members. A tremendous national convention is one of those benefits that members should take advantage of.

Sincerely,

Charley Mapa
President
