Greetings Fellow Postmasters and LEAGUE Members
Dear Leaguers,
Just an update and rehash of some of the events of the last month. As I’ve traveled from convention to convention I was able to listen to the concerns of many of you. One of your big issues was pay for PMRs. I heard this from Postmasters, PMRs, MPOOs and even District managers. In talking to officials from Postal Headquarters we were able to determine that there are ways to get higher pay for our PMRs that can be taken advantage of right now. The first can occur when a PMR is first hired, the other can occur anytime in the PMRs career until the PMR has reached the maximum of his pay scale. This request for higher pay is submitted (presumably through) your district MPOO and then on to the Area Manager of Human Resources for approval (this may be through the Manager’s designee). Be prepared to make a good case for your request.
Congratulations to Mario Madrid, League leader from Colorado. A number of months ago, Postal Headquarters asked that I submit some names to be involved in an annual focus group/team to develop ideas for Revenue Generation. I submitted four names of Leaguers that I knew were very experienced and knowledgeable regarding Revenue Generation. Mario’s name was selected those I submitted. He spent two weeks back here at Postal Headquarters as the League’s representative. From all accounts, he did a tremendous job and Postal Headquarters could not have been more pleased with his performance. Thank you Mario!
A directive, dated May 3 was sent to the Management Organizations, which addressed the filling of ‘dormant’ vacant positions. According to the directive, any vacancy, which is not filled within 120, would be returned to the district to be started all over again. I recently had Postal Headquarters clarify that ‘dormant’ positions did indeed include those many post offices out there that have had Postmaster vacancies for many years. If you have such offices in your district and you believe that they should have been filled by now, contact your district to voice your concern. If you don’t feel comfortable with this, forward the information on that office to me at League Headquarters. The League is committed to seeing that Postmasters staff post offices.
Today, Past President Steve Lenoir and I met with Fred Hintenach, Manager of Retail Operations and other Headquarters personnel to discuss our concerns regarding the P.O. Box fee portion of our last rate case. Ken Engstrom from Napus also joined us for our discussion. We were able to share with HQ the negative effects of the fee increases on our communities and post office revenue opportunities. Steve spoke passionately our customers, many of whom are retirees on fixed incomes or young people raising families, who had had their box rents increased as much as %350 over the last decade. We were told that the increases came about after plugging your data, from your facilities data base (FDB) into a formula used to determine you Fee Group. Through Webbats, you have access to a process called verification where your FDB is reviewed to make sure that the data is correct. If you don’t agree with your Fee Group, go first into your FDB to make sure that your information is correct, then do your verification (not appeal) through Webbats. So far, 200 of the 1500 requests for review have resulted in Fee Group changes. We were told that 50% of post offices nationwide had their Fee Groups changed (some went up, some went down). We will continue to monitor this issue and look for ways to make changes, however, we were told that currently there were no plans to grant exceptions to the process.
