President's Message
November 25, 2008
Charles Mapa, President
Dear Leaguers,
I want to take this opportunity to wish each of you the blessings of the Thanksgiving Holiday. In spite of all of the negatives that we must deal with daily, there is still much for us to be thankful. Whether we are joyful at the outcome of our recent presidential election or are disappointed, we can be thankful that we live in America, a place where we have a say about who becomes President. Our economy is in a downturn; it is comforting that the economy always seems to bounce back. Our jobs have become more challenging than ever, but we do have jobs that pay us well, and we have the League of Postmasters laboring hard to make things better for you, its members.
I'd like to update you on what is happening with legislation to get some financial relief for the Postal Service. Current legislation proposals will give the Postal Service relief at just over $2 billion per year by reconfiguring how we pre-pay the medical portion of our retirement benefit. There is push and pull over how many years of relief to give. Our thoughts are that within four years the economy will improve, the Postal Service will be in better financial shape and the issue can be revisited then. These proposals are not a bailout but a refinancing, much like a refinancing a mortgage. The bill can be attached to the automobile bailout bill which, as of this afternoon, has been put on hold until the first week in December when the automakers are charged with coming back to Congress with a plan of action before any bailout for the auto industry will be considered. The hope is that by December 8, a bill can be ready to be voted on. There is much opposition to such a bailout bill so we may find something else to which to attach our legislation. We hope to see our measure passed as soon as possible.
This is just one good example of the sorts of things for which we hold our Forum. Plan now, this
weekend, to come to our upcoming Forum. We promise to educate and inform you so that you can become an effective part of our legislative efforts. We have this one chance to make a great first impression
on the new Congress. We will be the first group of postal employees, the first Postmasters, that the new
Congress will meet. We want to wow them with our knowledge of Postal issues and with our dedication to service to the American people. You need to be there to help us take the case of hardworking
Postmasters and the case of the importance of America's post offices, to Congress.
Join us in our efforts to make a real difference in Congress and take advantage of this opportunity
to be a part of history. Register now under Legislative Forum
See you at Forum, January 31, 2009.
Respectfully,
Charley Mapa
President, National League of Postmasters
